since 1st. January 1900, so that I have entered my twelfth year with no improvement in my position since that date.

According to the rules as laid dowin in the Hongkong Civil Service List, I am as regards precedence in this Department senior to all Executive Engineers with the single exception of Mr. Tooker who is in receipt of a higher rate of pay than that provided for those holding the posts of "Executive Engineers" and "Superintendent of Accounts, Correspondence and Stores* (£480 £600). Presumably Mr. Tooker has been given exceptional treatment on account of length of service and experience. If so, I may reasonably claim the same consider- -ation. Apart from Mr. Tooker I am the senior officer in the particular grade (£480 £600) referred to having been appointed
